No. Stop. Banish that thought. I like hard fights. I want hard fights. I desired overleveled, unfair encounters. I don't make high HP characters just so that I can take no damage. Big challenge = big XP. You could have given me a lvl 10 paladin, and I would be thrilled (although probably dead).
You think I put the +2 Silver sword in his claws and told him to "dress to impress" (wear armor) just because I'm pretending to be retarded? No, it's because if he came unarmed and unarmored like a civilian, Posey's victory would be meaningless. Posey has never killed a paladin before, so this is a very important experience for her. If she dies, she does. Him being able to crit me and bypass my immunity was a pleasant surprise.

I think the most natural interpretation of that line is that each time you cast the spell, the number of times the attack may be used is the same as your caster level
If you're asking how many times it may be used in one round, I think it's the same as the number of touch attacks you can make in the round, unless of course, the number of touch attacks you can make is higher than your number of remaining uses of the chill touch attack.

I think the more natural reading would be that it does not increase the number of attacks per round. Though that seems a little underpowered for damage die. Then again, strength damage is a part of it.

He’s looked tired since Posey first spotted him on the street, a kind of tired that comes only after years, but now his bloodshot eyes bear more physical signs of exhaustion. When he exhales, he speaks
“I came here to get away from the endlessness of it. I lost faith in Peace. When a letter said Celestialists were looking for me, my cousin thought to sell them out for a little money. When his handlers wouldn’t let back out, he roped me into it. I cursed him and his greed, and the impossible situation he placed me in. And I cursed more when I saw you.”
His eyes become wide
“But now I understand. Boreas brought you here so that no innocents may be harmed by my cousin’s greed. He placed me here so my cousin may live while you cease.”
His beak contorts into a smile, the first such expression.
“Heh. Do you not understand? Boreas guides all. Boreas, Arcturus, Erye. Hahaha, do you even realize?. You are playing only the role they wrote for you. Whatever happens here, I know, they are in control. And you play by their terms.”

I could step back and use the 1/day gaseous form I get from the red curse to turn into red mist to evade until I heal like a coward.
I could step away, then throw my net at him to entangle him, buying me a round to do one of the above actions.

I could go full retard and lash out at him with my charnel touch and natural weapons in a final burst of animalistic rage.
