Even if it hypothetically weren't one, who stands to benefit from this? It messes with Baltimore's economy, but not cripplingly so. Nobody important was injured in the accident. It hasn't caused widespread panic in ways that terror attacks are supposed to. Nothing of note is grounded in the port other than a some cars.
If there were evidence of conspiracy I'd entertain the thought, but it feels like grasping at straws.

Third, regardless of the captain, there are still shitskins holding the wheel and Costa Concordia learned firsthand what happens when they are steering under the command of someone other than their nationality. They can't understand what port and starboard mean outside their language and dialect, especially under pressure.
I agree that it moved way too fucking fast to not have been steered into it, but I think they turned the wrong way and the captain tried to reverse because the crew was too stupid to turn correctly.
