Tor is not banned (there is no option to ban Tor in the code). Individual exit nodes might have been banned and when I tested first time I was able to post (didn't get Tor flag but not my own flag), second time I got an "You are banned... Ban will be lifted at ..." message. But I see the ban message was a bit lacking and didn't show ban reason. This is an oversight in code that I will fix.
When individuals abuse the freedom we offer by posting CP, as an example, we have to ban that poster (which might happen to be an Tor exit node). The alternative would be that we let users post whatever they want without option to ban as long as they post from Tor, letting them post CP over and over again as an example.

The Cloudfare captcha is because that company detects that your request is coming through a proxy tunnel. Not a /mlpol/ fault.

It happens that because your location a limited quantity of nodes are available to you, yup, TOR is not so random as it wants to appear.
Do the following experiment, just a very superficial test. Every time you connect to TOR, only nodes in America and NATO countries will be available to you, rarely of never a node outside that boundary will be available... Curious, isn't it?
